Once a taxi driver and member of the Covent Garden Market Authority. He was Knighted 1963. a CBE, a JP, a Fellow of the Royal Society of Arts, a member of the Institute of Mechanical Engineers and a part-time member of the British Waterways Board 1966-1975.

Educated at elementary school and a member of Shoreditch Borough Council from 1945 to 1961. Chairman of the London and Home Counties Traffic Advisory Committee from 1946 to 1961. Member of the Special Inquiry into London Traffic Congestion, the Working Party for Car Parking and the Special Survey Committee on the use of parking meters. A member of the London Travel Committee, the Operations Group of the Transport Co-ordinating Council for London, deputy chairman of the National Road Safety Advisory Council, vice-president of the London Accident Prevention Council, a member of the Departmental Committee on Road Safety and adviser to the Minister of Transport on London traffic management.

In Dcember1966 resigns asTop Adviser after Row with Transport Minister Mrs. Barbara Castle. He was the man mainly responsible for carrying into effect her ideas on road safety and transport

co-ordination in London.
